THE public got the chance to question Whitehill Town Council last Wednesday, following the publication of a report outlining "serious governance and procedural failings" with its finances. The meeting, at Bordon's Phoenix Theatre, was called following the release of a public interest report, which detailed holes in procedure that led to former town clerk Trish Bell obtaining by fraud £162,000 from the council. The report, composed by external auditor BDO, lists the methods she used, including fraudulent overtime, pay in lieu of holiday, duplicated salary payments, petty-cash theft and modified cheques.
