KEEPING his promise to return to the village, the Bishop of Portsmouth opened the refurbished St Matthew's Church of England School in Blackmoor on Wednesday.

And while The Right Reverend Christopher Foster was officially doing the honours outside, there was a synchronised cutting of ribbons across all the classroom doors.
