Increased construction costs have hit the delivery of a health hub in Bordon, which was promised to be completed in 2025.

The NHS Hampshire and Isle of Wight Integrated Care Board (ICB) said that “unforeseen factors” and the rental costs at the Whitehill and Bordon Health Hub project have caused problems.

Members of the Hampshire County Council health and adult social care select committee were told a revaluation of the financial appraisal was undertaken as part of the process to relocate the Forest GP Surgery to the hub.

This analysis revealed that market risk, return on investment, construction costs, and borrowing costs have all impacted the investment and delivery costs of the project.

The lease terms proposed by the developer to the HIOW ICB were deemed “not value for money.”

Consequently, alternative terms have been submitted for consideration.

Director of primary care for NHS Hampshire and Isle of Wight, James Roach, said: “All partners are doing what they can to meet consensus.

“We involved NHS England to make sure we are doing everything we possibly can to make this work.

“The paper reflects recent conversations. I believe that would lead us to a resolution.”

NHS Hampshire and Isle of Wight ICB indicated that financial negotiations will be ended in the coming weeks.

The health hub is being developed in partnership with the HIOW ICB and East Hampshire District Council.

Once finished, it will accommodate services provided at Chase Community Hospital as well as space to house the relocation of the Forest GP Surgery and Chase Pharmacy.

In May 2023, the ICB said that the hub would be completed in 2025, with services moving from Chase Hospital at the end of the year.
