East Hampshire District Council made the shock announcement on Tuesday that it doesn't plan to hold a promised referendum.
Whitehill mayor Adam Carew, who is also a district and county councillor, described the new as "earth shattering" and accused the district council of breaking a "major promise", having pledged to the people of the town, and surrounding villages that they would have the final say on whether they want Bordon to become an eco-town.
