FINANCE chiefs at Whitehill Town Council have been juggling their coffers to appease community requests.
Eight organisations appealed for £11,000 between them, but only £3,000 had been budgeted for such requests.
It resulted in seven groups being offered a lesser amount than they applied for while the eighth, the Phoenix theatre and arts centre, missing out altogether.
