Whitehill Town Council has reported strong results after reviewing its investment strategy in February 2022 and moving to a model that takes ethical and environmental factors into account.

The change has helped the council avoid higher market volatility while continuing to generate income to support the long-term maintenance of Bordon Inclosure and fund an engagement ranger for Broxhead and Kingsley Commons.

Funding for the projects comes from developer contributions specifically allocated to managing the sites, rather than from council tax.

Rowan Dartington, the council’s finance lead, said: “We are pleased to report that the decision to switch the funds into the Ethical and Environmental Model has been a positive and successful one.

“By taking this action, the council avoided the poorer outcomes and heightened volatility that would have arisen had the assets remained in their previous investments.

“The decision to transfer 50 percent of the assets immediately, with the remainder phased in over six to 12 months, provided effective risk mitigation during a challenging market environment.

“This strategy has reduced overall portfolio volatility while continuing to sustain the income required for ongoing maintenance of Bordon Inclosure, in line with the 80-year plan.”

Council leader Cllr Andy Tree added: “The decision to review our investments into a model that also takes into account ethical and environmental factors has proven both financially sound and true to our community values.

“We are generating stable income for the long-term care of Bordon Inclosure and Broxhead and Kingsley Commons, while ensuring our investments reflect the ethical principles residents would expect from their grassroots council.

“This approach allows us to protect council tax levels while continuing to deliver a variety of local services for residents.”

The council said the strategy demonstrates financial prudence while balancing environmental responsibilities, ensuring sustainable funding for key community projects in the years ahead.
